1. We just moved in, how much are the annual dues?
Answer: The annual dues are currently $185.00, generally billed each January by our management company, Associa.
2. How can I make sure the Management Company has me on their distribution list?
Answer: You can call the management company, Associa, at 317-875-5600. The contact name for our neighborhood is Hank Thompson. You can also email Hank at hthompson@Cas-Indiana.com. If you prefer snail mail, Hank can be reached at 11711 N. College Ave, Carmel, IN 46032.
3. I want to build a fence for my yard; do I need to get this approved? What’s the process?
Answer: Building a fence, adding to your house, building a deck, etc… are all items that require board approval prior to obtaining a building permit. Builders generally will not start till they see the Neighborhood Association’s approval in writing. Please pull the Architectural Approval Request Form off the website, fill it out, and send it in to our email address, which is: Board@HarrisonLakes.Org. The first step in doing housing projects that affect your property is talk to your neighbors. Make sure they’re ok with it. That will be our first question back to you, “did you talk to your neighbors”. The form turn-around time for us is generally less than a week.
4. What are some common rules in the neighborhood that I need to be aware of?
Answer: In this website, under the “Covenants & Architectural Guidelines” section, you can download a copy of the Covenants, which has all the neighborhood bylaws in it. Basically, the Covenants are mostly the same for each neighborhood in the Fishers area.
Some of the common rules are:
a) Mailboxes must be of the same color/font (there is a mailbox replacement program where your mailbox is replaced by the HOA at no cost to you. Only the post is your responsibility.)
b) All houses must have a working front post-light.
c) Trash cans when stored, should not be visible from the street.
Again, to see them all, download the Covenants from this website.
5. I just moved-in, how can I see about joining the neighborhood pool?
Answer: It’s a fantastic neighborhood attribute to have such a nice pool. The pool is called Summer Break Swim Club. You can obtain information on activities, such as how to join, by going to the pool or by website at summerbreakswimclub.com, or by calling the pool at 317-774-8942, or by sending an e-Mail to SBSwimclub@GMail.com. It’s truly a lot of fun to go there for the entire family.
6. So I can avoid them, what are common neighborhood complaints?
Answer: We are all very blessed to live in a neighborhood with such few complaints. Our neighborhood is more about neighbors helping neighbors. When we hear complaints, they are generally about: Toys left in Cul-de-Sac areas, Pet noise, Pet owners not cleaning-up after their pets, Front Post-lights not working, or a lawn needing to be cut or full of weeds. If you contact the board about a complaint, our first question back to you is “have you talked to your neighbor about that”. Most people are very reasonable, and will try and help as much as they can. If not, and it’s a violation of the Covenants, the board will get involved.
7. I want to put a new roof on my house; does the board need to approve that?
Answer: No, if it’s the same color/style. If you want to do something outside of “neighborhood colors and styles”, such as add a bright red roof, then those items do require board approval prior to beginning work. (Example...a bright red roof would NOT be approved).
8. I want to have a garage sale, any special rules on that?
Answer: There are no neighborhood rules on a garage sale, you're welcome to have one.
9. I’m selling my house, and my realtor wants a copy of the Covenants. Where can I get them?
Answer: The website, under “Covenants and Architectural Guidelines”.
10. Is there a neighborhood directory?
Answer: Yes, available upon request to Harrison Lakes homeowners. Just send an email request to the board through this website.
11. What are the annual dues used for, where does my money go?
Answer: Each year, our expenses total approx $24,000. As a percentage, here’s the quick answer: Mowing & common area maintenance – 37%; Management company and administration – 20%; Pond and Sprinkler System maintenance – 18%; Electricity – 17%; Taxes & Insurance – 7%;
12. I may be interested in joining the neighborhood board. How can I find more information about that?

13. What’s the best way to contact a board member about a neighborhood problem?
Answer: The best way is via the board’s email address, which is: Board@HarrisonLakes.org or through the contact us form on this website.
